Planning a road trip to Poland, Romania or Moldova? Without a Green Card you will not be allowed across the border. Here is what this policy is, where it is valid, how much it costs and how to get it in a few minutes.
What is the Green Card?
The Green Card is an international motor third-party liability policy. It works like Ukrainian compulsory motor insurance (OSTsPV), but abroad: if you cause an accident, the insurer pays for the damage to the other parties. Ukrainian OSTsPV is not valid abroad and the Green Card is not valid in Ukraine — these are two separate policies.
Where is the Green Card valid?
- “Europe” — all EU countries plus the UK, Switzerland, Norway, Moldova, the Balkan countries and other members of the system.
- “Moldova + Azerbaijan” — a cheaper zone if you are only travelling there.
At the end, check the “Valid in countries” field on the policy: your destination must be listed.
How much does a Green Card cost in 2026?
The price depends on the vehicle type (passenger car, bus, truck, motorcycle, trailer), the zone, the term and the insurer. Approximate 2026 prices for a passenger car (including a minivan with up to 9 seats incl. the driver):
- “Europe”, 15 days — from UAH 990 to 1,100
- “Europe”, 1 month — from UAH 1,700 to 1,950
- “Moldova + Azerbaijan”, 15 days — from UAH 500 to 700
For minibuses and buses (more than 9 seats, category D) the policy is much more expensive — roughly UAH 3,100 to 4,600 for 15 days in the “Europe” zone.
Check the exact price for your travel dates with the insurer — rates change from time to time with the euro exchange rate.
How to get a Green Card
- Choose the zone (“Europe” or “Moldova + Azerbaijan”) and the term — from 15 days to 1 year.
- Enter the car details from the registration certificate and your passport details.
- Pay online — the policy arrives as a PDF. Electronic Green Cards are accepted in all member countries; you do not need to print it.
Important: the policy takes effect no earlier than the day after purchase. Buy it in advance, not at the border.
What the Green Card covers — and what it does not
- Covers damage you cause to other parties in an accident: their car, property and health.
- Does not cover damage to your own car or your own medical costs — for that you need other types of insurance.
Do you need a technical inspection to drive abroad?
For trips to EU countries in a passenger car, a separate technical inspection certificate is usually not checked at the border. There are two exceptions:
- Moldova — since 16 January 2025 a valid technical inspection certificate is required on entry, including for passenger cars registered in Ukraine.
- Romania — the border police require a valid technical inspection certificate or report for Ukrainian-registered cars, even in transit; without it you may be refused entry.
How to drive a NarsCars rental car abroad
